Is Income Mobility Socially Desirable?

چکیده
In welfare economics the relevance of income mobility has been often highlighted in order to allow for the measurement of equality of opportunity. In this paper we observe that intra and intergenerational income mobility have very few in common and, in particular, only the latter concerns with equality of opportunity. In contrast with existing literature we focus on the former not the latter, as in social welfare analysis it cannot be transcended that equity and efficiency evolves in a spatio-temporal dimension. If a moral and impartial observer is assumed to be sympathetic to individual interests in a random framework, especially to the loss of individual well-being due to uncertainty, then income mobility is both source of uncertainty (ex-ante) and inequality effect (ex-post). In this context we show that income mobility does not need to be necessarily either socially neutral or socially desirable ex-ante, instead, it might be well the case that social undesirability occurs ex-ante.

A Measure of Income Mobility with an Empirical Application
This paper develops an aggregate income mobility measure based on income transition matrices. The proposed measure satisfies certain desirable properties and captures different facets of mobility. It is additively decomposable into upward and downward mobility components which help us in understanding the nature of mobility. The proposed measure is also additively decomposable into income sub-g...
متن کاملMeasuring Upward Mobility
This paper develops a mobility measure that combines desirable features of the relative and absolute approaches to measuring mobility. From the relative approach we borrow the idea that income growth accruing to the relatively poor is more to be valued than income growth to the relatively rich. From the absolute approach we take the idea that upward changes are to be valued, in and of themselve...
متن کاملThe curse of the middle-skilled workers
This paper is devoted to optimal income taxation in an open economy. It examines the consequences of the increasing mobility of high skilled workers between developed countries. We focus on a world consisting of two countries, a redistributive country and a laissez-faire country. We rst look into the rst-best optimal tax scheme when emigration of every agent is prevented. We prove that, under t...

One of the issues discussed in economy is the socioeconomic inequality in the society. Income mobility is another measure which indicates the degree of inequality of opportunity in a society. The extent of income mobility depends on socio-economic status of the individuals. Different socio-economic status leads to further inequality and increases inequality of opportunity. Such inequalities l...

Individuals’ willingness to act in socially desirable ways, such as sharing resources with others and abiding by norms of ethical conduct, is a necessary condition of social life. The current research reconciles two seemingly contradicting sets of findings on the role of cognitive control in socially desirable behaviors. One set of findings suggests that people are tempted by self-serving impul...
